1948 provisionals: undated window cv ex secretariat KIBBUTZ MASADA ("Kinneret PO" return addressed) franked 10m at letter rate using vert. pair 5m Kofer HaYishuv stamps (accepted for postage during Minhelet Ha'am period between 2-14 May, and tolerated up to 22 May 1948 - but not consistently by local PO's as these not marked "Doar" ['post'] on them) - here posted at KINNERET PO which rejected & didn't cancel them; marked for tax (manuscript) at twice the deficiency, and paid in TLV using vert. pair TLV ovpt'd 10m Weizmann MH Ba12 franks obliterated by Mandate "T" tax handstamp. Cover generally dates from 2-21 May (22 was Saturday): from 16 May until 1st PD's entered use on 28 May, both Doar Ivri and MH stamps could be used as postage dues (MH until 21 May); as MH canceller not used on this cv (last usage 14 May; 15th was Saturday), it may date to narrow period of 16-21 May (see similar cv in Aloni p.100). Very fine and scarce; Tsachor/Aloni certified. Est. value $1600++

1948 Doar Ivri Haifa 'provisionals': 31-5-1948 local HAIFA cover underfranked at 5m using Ba2 and taxed twice the deficiency, marked by Mandate "T" & "To Pay" box cachets; paid same day using tabbed rouletted 10m Doar Ivri Ba3c with right gutters obliterated with "T" cachet & tied by full strike of Haifa HPO pmk: hand-overprinted 'T' stamps served uniquely as Haifa's provisional PD's until 1st official issue local entered use on 1 June; this was last day of Haifa use of provisional PD's). 1948 interim period taxed mail: local REHOVOT philatelically inspired cover franked by unsanctioned JNF labels (not ovpt'd by "Doar") tied by 7 strikes of local Minhelet Ha'am pmk, and taxed 20m (manuscript front/back) - twice the letter rate as if posted unfranked; paid on back using pair MH 10m Technion Ba14 franks tied by full strike of local MH pmk. Evaluated as commercial cover as processed correctly & tax paid. Of note, only the Rehovot PO received unoverprinted JNF labels directly from the local JNF office, though even if some of the frankings here are these, all were not accepted in this case: rare use of interim frankings as postage dues, est. value $1600+

1948 waived taxed late interim mail: 23 MY 48 commercial cover ex KARKUR to HAIFA franked 10m using demonetized & invalid interim frank (Herzl Ba7) as of same day, so not accepted by local clerk who circled frank, stamped reintroduced Mandate pmk (D3/Dorf-4) on blank field & added Mandate "To Pay" boxed cachet - but this overruled and cachet struck out (possibly a favor by manager), and mail accepted for delivery; opened gently at back. Very late unusual interim franked cover representing 3 postal authorities. Karkur received the Israeli trilingual pmk on 1 July. Very fine. Est. value $250+

1948 1st postage dues: 21 MY 48 business stationary comm. cv ex PARDESS HANNA to TLV franked 10m using Minhelet Ha'am 'Diaspora-2' stamp (Ba56) - last day valid for use, tied by single full strike of reintroduced Mandatory local pmk (D2/Dorf-2), then struck again in field with manuscript notation alongside for 12m tax for being overweight (double the 6m fee) - but as frank demonetized by the time cv arrived in TLV, cv was simply taxed double the regular letter rate (10m) without regard to being overweight & marked by Mandate "To Pay" box cachet; tax paid using vert. pair 10m 1st PD issue on 2nd official day of use in TLV, 31-5-1948 (cv's late arrival may be due to military operations near PH). Opened at back, vert. fold; remarkable 3 postal authority cover, Tsachor certified. The local trilingual pmk entered use 1 July.

1948 multiple authority domestic taxed mail: 5 MY 48 local TLV cv mailed on last day of Mandate postal services & franked at letter rate using invalid JNF Ramat Gan label (not MH ovpt'd) Ba26 - a day before the start of usage of MH ovpt'd stamps in the main cities; as such rejected & cv taxed double the deficiency, marked by Mandate boxed cachet (Sacher L2) & Mandate canceller (Sacher B24) applied only to field of cv; delivered & paid 4 weeks later using 1st PD franking, BaPD4, on 3rd official day of use in TLV, tied by full strike of 1-6-48 HPO pmk (also applied to JNF frank); slit open at top. As not reg. mail, the canceller used probably not the "frozen" 5 May dated one used between 5-14 May; MH cancelled TLV covers are documented as early as 3 May, while Mandate cancelled TLV covers are known as late as 6 May; rare - taxed on last official date by one authority and paid early two authority-periods later; est. value $2500+

1947/49 Mandate-State 2 rate-period taxed wartime mail: DEC 47 comm. cv ex MESHEK EIN HAROD to partially written addressee at Religious Youth Village POB in HAIFA posted during Mandate period (start of War of Independence) and franked 10m Ba97 per letter rate tied by scarce Proud D6/Dorfman-2 pmk; as addressee not found (manuscript bottom front), cover returned to sender over a year and a half later (15-5-49 Haifa pmk on front) but now marked for tax as Mandate stamp now demonetized, using scarce narrow "T" cachet; received at MEH next day where postage dues (double DO-2 period 15pr letter rate) paid 11 days later using 10m & 20m 1st postages dues BaPD3/4 franks tied by full strike of 27-5-49 local pmk. Opened gently at back; very fine and unusual. As PD calculated per 2nd rate period (starting Oct. 1948), cover probably didn't reach Haifa in 1947-48 and was delayed by War, as northern Palestine affected by Arab marauders & al-Qawuqji's ALA from late 1947 to 1948.

1948 Jerusalem-TLV taxed couriered mail: cv ex JERUSALEM (return addressed Dr. in TLV) to TLV, franked 10m in J'lem per letter rate using 1st issue Ba102; dispatched delayed over a month by seige before being transported by courier via new 'Burma Road'; courier probably added "PR" (Poste Restante) in English & Hebrew on front but against regulations as not in the address itself, and posted it locally in TLV (Barclays Bank), where franking accepted & cancelled, tied by 27-6-1948 TLV-3 pmk - but here charged a double fee: PR is not available when return address is from the same town - as such, cv handled as "special delivery" at the PO for which 10m is charged; tax paid using 20m 1st PDs Ba PD4 tied by 30-6-1948 TLV HPO pmk. Folded vertically as typical of couriered cv's; opened gently at back. Very rare taxation. Ref: Postal Guide 1948.
