1948 cut-off period Mandate/Israel multiple authority domestic taxed mail: 5 MY 1948 local TEL AVIV cover mailed on last day of Mandate postal services (at Head Post Offices of the 3 main cities) and franked at the period letter rate using invalid JNF (not Minhelet Ha'am overprinted) Ramat Gan stamp Ba26 - a day before the start of usage of Minhelet Haam overprinted stamps in the main cities - as such rejected and cover marked for tax (double the deficiency), marked by Mandate boxed cachet (Sacher L2) & Mandate canceller (Sacher B24) applied only to field of cover; delivered and paid almost 4 weeks later using the new 1st PD franking, BaPD4, on 3rd official day of use in TEL AVIV tied by full strike of 1-6-48 TEL AVIV Head Post Office postmark - also applied (erroniously) to the invalid JNF frank; cover slit open at top. As this is not a registered cover the Mandate canceller used was probably not of the "frozen dated" 5 May kind used between 5-14 May; Minhelet Haam cancelled TEL AVIV covers are documented as early as 3 May, while Mandate cancelled TEL AVIV covers are known as late as 6 May; rare - taxed on last official date by one authority and paid two authority-periods later; estimated value $2500+

1948 Interim franks used as postage due stamps on interim Poste Restante TEL AVIV mail

Interim franks as postage dues: local TEL AVIV interim period commercial cover from transport cooperative, franked 10m per period inland letter rate but using invalid JNF 10m Negev pipeline label (not overprinted with 'DOAR'), so not cancelled - also of note, manuscript notation "PR" in English, for "Poste Restante" (mail is delivered to closest post office for retrieval): cover was taxed 20m using 2x Diaspora series interim franks - double the postage deficiency & tied by strike of local interim cancel, but as addressee a private individual and not business the taxation may actually be a) concessional tax only of 10m for the invalid frank + b) 10m tax for use of Poste Restante within the city of the sender - the service is not available when the return address is in the same town, so the cover is handled as "special delivery" at the post office for which 10m is charged (reference: Postal Guide 1948). Cut open at right, light vertical fold. Probable expertization signatures on front and back. Rare taxation & postage dues franks.

1948 interim franks used as provisional postage due stamps, obliterated by T tax handstamp

1948 provisional postage dues: interim period 11-5-1948 manuscript dated post card from HERZLIYA-TEL AVIV to TEL AVIV franked 10m for period 7m postcard rate using invalid JNF Zionist Congress Jubilee label (not overprinted with 'DOAR'), so not cancelled & postcard marked by tax boxed cachet - oddly for twice the deficiency for letter rate (20m), an error by the post office - which was paid using horizontal pair of TEL AVIV overprinted 10m Weizmann interim Ba12 franks obliterated by the Mandate "T" tax handstamp (a light strike of which appears next to the invalid frank), making these "provisional" postage due franks. The tax was probably paid sometime between 12 - 21 May when interim stamps could be used as postage dues (thereafter Doar Ivri stamps, until 28 May when the 1st Postage Dues entered local use); as the Minhelet Haam canceller not used on the tax franks (last usage date was 14 May; 15th was Saturday), the postcard may even date to the narrow period of 16-21 May (see similar cover in Aloni p.100). Very fine and scarce; rare as a postcard. Estimated value $1600++

5/1948 3-period mail from KARKUR to HAIFA taxed for invalid frank, then waived

1948 waived taxed late interim mail: 23 MY 1948 commercial cover from KARKUR to HAIFA franked 10m using now demonetized and invalid interim frank (Herzl Ba7) as of 23 May; this not initially accepted by local clerk who circled the frank and stamped the cover with reintroduced Mandate postmark (D3/Dorf-4) on blank field and marked the cover with "To Pay" boxed cachet - but this overruled and box cachet struck out (a possible favor by the manager), and mail accepted for delivery in spite of the postage dues markings; opened gently at back. Very late and highly unusual interim franked cover. Karkur received the Israeli trilingual postmark on 1 July. Very fine. Here a 3-postal period cover.

5/1948 PARDESS HANNA mail taxed for excess weight, re-taxed due to invalid frank

"Out of time" 1948 1st postage dues: 21 MY 1948 business stationary commercial cover from PARDESS HANNA to TEL AVIV franked 10m using Minhelet Ha'am 'Diaspora-2' stamp (Ba56) - the last day these were valid for use, tied by single full strike of reintroduced Mandatory local postmark (D2/Dorf-2), then struck again in field with manuscript notation alongside for 12m tax for being overweight (double the 6m fee for additional 30g) - but as frank demonetized by the time the cover arrived(!) in TEL AVIV, it was simply taxed double the regular 30g letter rate (10m) without regard to being overweight - highly unusual reason for taxation - and marked by Mandate "To Pay" box cachet; tax paid using vertical pair 1st Postage Dues issue franks on 2nd official day of use in TEL AVIV, 31-5-1948 (the relatively late arrival may be due to military operations near Pardess Hanna in mid-late May). Opened at back, vertical fold; remarkable 3 postal authority cover, Tsachor certified. The local trilingual postmark entered use 1 July.

1st Postage Dues on 3-period cover: 30 MY 1948 cover from NETANYA to HAIFA, franked 10m per period inland letter rate but using now-invalid (as of 22 May) Minhelet Haam frank (faint 'DOAR' overprint visible at top left), and not cancelled; rather, reintroduced Mandate cancel applied, correctly, to field of the cover and it was then marked in Hebrew manuscript at top for 20m tax (double the deficiency), which was paid on 2-6-1948 using the 20m new 1st Postage Dues stamp (on 2nd day of use in Haifa) & tied by local head post office cancel. Cut open at left. The Israeli trilingual postmark entered local use on 1 July.

1947/49 war-delayed mail from EIN HAROD to HAIFA taxed 2 years later for invalid frank

1947/49 Mandate-State 2 rate-period taxed wartime mail: DEC 1947 commercial cover from MESHEK EIN HAROD to partially written addressee at Religious Youth Village POB in HAIFA posted during Mandate period (start of War of Independence) and franked 10m using Ba97 stamp per letter rate, and tied by scarce Proud D6/Dorfman-2 postmark; as addressee not found (manuscript bottom front), cover returned to sender over a year and a half later (15-5-49 Haifa postmark on front) but now marked for tax as Mandate stamp now demonetized, using scarce narrow "T" cachet; received at MESHEK EIN HAROD next day where postage dues (double DO-2 period 15pr letter rate) paid 11 days later using 10m & 20m 1st postages dues BaPD3/4 franks tied by full strike of 27-5-49 local postmark. Opened gently at back; very fine and unusual. As Postage Dues were calculated per 2nd postage rate period (starting Oct. 1948), cover probably didn't reach Haifa in 1947-48 and was delayed by the War, as northern Palestine affected by Arab marauders & al-Qawuqji's Arab Liberation Army from late 1947 to 1948.
