1948 2nd postage rate period grace-period taxed printed-matter mail: 8-10-1948 local KEFAR ATA printed matter cover franked 3pr at the DO-1 postage period printed matter rate using long tabbed 3m 1948 New Year Ba10 stamp; should have been accepted in lieu of the new 5pr rate during the 1st two weeks of new DO-2 postage rate period (starting 1 Oct) as the standard 'grace period', but was incorrectly charged supplemental tax (twice the deficiency, rounded down for available franking - here 3pr rather than 4pr), marked by rare "To Pay" 2-line Mandate cachet (Sacher unlisted), and paid using left corner tabbed 1st postage dues series 3pr Ba #PD1 frank tied by full strike of same-date local postmark; unsealed per printed-matter regulations.
