1948 1st postage rate period domestic taxed mail: 23-7-1948 reused labor union ('Histadrut') stationary cover from PETACH TIKVA to the union's main tax bureau TEL AVIV, mailed unfranked & cancelled by the local trilingual in the cover's field & taxed twice the deficiency of 10m (no concessionary rate as the addressee is not a private individual), marked by Mandate "To Pay" box cachet; tax paid using 1st postage dues series 20m Ba #PD4 frank tied by 25-7-1948 TEL AVIV Head Post Office postmark (previous strike of TEL AVIV postmark below it was on a removed frank probably from previous use of cover); slit open at top. Estimated value $250+. Of note: had the addressee been the government's tax authority the post office could have accepted the cover unfranked, as mail to a government agency, but here the bureau belongs to the labor union.
