29-10-1950 local Haifa revenue-franked mail marked for tax and then cancelled

1950 domestic taxed mail: 29-10-1950 local HAIFA cover to Income Tax department franked 10pr instead of the DO-2 postage period letter rate of 15pr using a 1948 revenue label (Ba-REV.3): the postal clerk circled the franking but cancelled it, effecting its acceptance, even though this was just the printed matter rate - probably done as cover addressed to a government agency, so accepted without [valid] franking; slit open at top & sealed (contrary to printed-matter regulations); some edge creases and minor tears. Unusual accepted double-fault.
