1948 early 1st postage rate period domestic taxed mail: 30-5-1948 local HAIFA commercial cover franked with 2x rouletted 3m Ba #1c Doar Ivri stamps with left gutter tied by full strike of Haifa Head Post Office postmark, possibly intending to pay for printed matter + additional 50g, as the cover unsealed (per printed-matter regulations), but this unaccepted perhaps because cover not marked "printed matter", and charged double the deficiency of letter rate (2x 4m) marked by Haifa "T" cachet, paid using 1st postage dues series 3m & 5m Ba #PD1/2 franks tied by full strike of 7-6-1948 Haifa Head Post Office postmark - early postage dues use in Haifa, as begun on 1 June. Small peripheral tear at top; very fine. Estimated value $150+
