1948 1st postage rate period domestic taxed mail: Aug. 1948 period local GIVATAYIM cover mailed unfranked & oddly, not postmarked, taxed twice the deficiency (2x 10m letter rate), marked by Mandate "To Pay" box cachet; tax paid using vertical pair 1st postage dues series 10m Ba #PD3 franks tied by full strike of 12-8-1948 local postmark; few vertical folds. Unusual postal handling.
