1948 2nd postage rate period taxed 'official' mail: 6-12-1948 local JERUSALEM commercial cover hand-marked "In the service of the State" and posted unfranked as such and tied by JERUSALEM-1 (sorting office) postmark but this not accepted as address not identified as an official address and no official return address given; taxed twice the period letter rate of 15Pr, and paid using 1st postage dues series 10pr & 20pr BaPD3/4 franks tied by same-date JERUSALEM 11 (Mea Shearim) postmark; gently opened at back. Unusual.
